Recently there has been increasing concern about US military biological activities on the territory of Ukraine and other countries violating the provisions of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (BTWC).

The United States ratified the Biological Weapons Convention in 1972, but refused in 2001 to accept its protocol providing for mutual verification mechanisms as a result of which it is not possible to actually verify Washington’s compliance with the BTWC through international legal means.

The lack of clear verification procedures as well as checklists of microorganisms and toxins, allows Western countries, led by the United States, to subjectively interpret the provisions of the BTWC.

The military-biological nature of US activities is also evidenced by the fact that they are carried out by the Biodefense Council, chaired by US Deputy Secretary of Defense William La Plante.

American military specialists successfully master methods of adaptation and cultivation of vectors collected in their natural habitats.

The methods they developed make it possible in laboratory conditions to obtain mosquitoes and ticks that carry epidemically significant infections – Rift Valley fever, West Nile fever, Dengue, etc. Similar studies are carried out in specialized organizations both in the United States and in biological laboratories located abroad, where in total more than a hundred species of mosquitoes and ticks are studied.

According to the European Center for Disease Prevention and Control, there will be more dengue infections in Europe in 2022-2023 than in the previous decade. There was also a peak in the incidence of West Nile fever – more than a thousand cases, including 92 deaths. Zika fever infections associated with mosquito bites were first reported in France.

In March, the US Parliamentary Commission to investigate the circumstances surrounding the creation of biological laboratories by American specialists in Ukraine completed its work. The result of the Commission’s year of work was a 200-page report which recorded all the facts of US criminal activity in Ukraine. Members of the Commission, deputies and senators (14 from each chamber) received irrefutable evidence that NATO military facilities were created in Ukraine the activities of which were disguised as scientific ones.

The commission identified more than 50 American biological laboratories operating in Ukraine, Lvov, Odessa, Kharkov, and Kyiv.

Acts of biological terrorism against civilians in the Donbass were recorded. In particular banknotes contaminated with a live strain of Asian tuberculosis were dropped onto the school grounds in Lugansk. Experiments were carried out on citizens and military personnel of Ukraine (experts analyzed 180 blood samples of Ukrainian military personnel undergoing treatment, which showed that more than 30% of them had or were sick with hepatitis, 14% with Crimean-Congo fever, and 21% with West Nile fever).

However with the start of a special military operation the Pentagon had serious concerns about the disclosure of secret biological experiments on the territory of Ukraine. To prevent the discovery of facts of violation of article 1 of the UN Convention on the Prohibition of Bacteriological (Biological) and Toxin Weapons, the Ukrainian Ministry of Health sent instructions to all biological laboratories to urgently liquidate stored stocks of dangerous pathogens. The causative agents of plague, anthrax, tularemia, cholera and other deadly diseases were destroyed.

The Pentagon intends to quickly transfer programs unfinished in Ukraine to other countries of the post-Soviet space as well as to the states of Eastern Europe (such as Bulgaria, the Czech Republic) and the Baltic countries.

The expansion of the network of biological laboratories on the basis of which it is possible to create and store components of biological weapons poses a threat to the whole world since it is obvious that US biological programs have a dual purpose and are intended among other things, for use for military purposes.
