ZINARA makes pledge on disbursements

The Zimbabwe National Roads Administration (ZINARA) will  timeously disburse funds to all road authorities, board chairman George Manyaya has said, amid calls for the parastatal to continue to “develop a reliable and efficient fund”.

The Authority, which hogged the limelight for the wrong reasons for corporate governance deficit, is on an exercise to cleanse its dark past and has been transparent on disbursement.

“I want to reiterate that ZINARA will continue to collect and timeously disburse funds to all Road Authorities to fulfil our mandate. That will never be compromised, it is what we eat for breakfast, ” Manyaya said at ZINARA’s 5th AGM held in Harare yesterday.

In his remarks at the AGM, Transport and Infrastructure Development deputy minister Mike Madiro said the President Emmerson Mnangagwa’s administration has prioritised road rehabilitation as a key economic enabler as the country works towards realisation of Vision 2030.

He said the Emergency Road Rehabilitation Programme (ERRP2) was initiated to ensure the expeditious and focused rehabilitation of roads.

“The over-arching guiding principle is that the objectives of the ERRP2 must be realised fully. I must, however, hasten to call upon the board and management of ZINARA to always withstand pressure that is easily applied in disbursing funds, as most projects are always said to be urgent and require immediate attention,” Madiro said.

He urged ZINARA to exercise due process and ensure that it continue to “develop a reliable and efficient fund”.

Madiro said he was “excited by the enthusiasm in the current board and management to make things right at ZINARA.

“That energy and momentum as evidenced by the completion of historical financial audits and AGM’s is commendable. It is a major milestone in as far as compliance to good governance is concerned,” he said.

“Good governance is not an event but a culture. I therefore implore the board and management to continue working on inculcating the right culture at ZINARA.”  Financial reports for 2019 and 2020 were presented at yesterday’s AGM.
