ZACC descends on Norton

The Zimbabwe Anti-Corruption Commission (ZACC) has descended on Norton Town Council to investigate alleged corruption and malpractices in the local authority, the Business Times has learnt.
Sources who requested anonymity told this publication that a team of ZACC investigators arrived in Norton two weeks ago and met whistleblowers who had raised a red flag over suspected corruption in the local authority.
The investigators also met Norton Development Association leadership and other organisations that had raised concern about corruption by council officials.
ZACC spokesperson John Makamure said he could not comment on the issue since it was too early.
“It is too early for me to comment on that issue, I do not want to disturb the investigation process,” he said.
Among other corruption allegations, the local authority has been accused of purchasing a new compactor machine amid revelations that the council has thrown in the towel on the recovery of two compactor machines that were purchased at a cost of US$160 000 in 2017, but were not delivered.
The other issues have to do with unqualified personnel occupying critical positions. It is alleged that almost 70% of management are not qualified for their jobs. For example, the director of finance holds a marketing degree.
There has also been an outcry by residents over the increase of rates.
It is alleged that the council is putting a mark-up of up to 45% on water charge which is extremely too high.
