Confusion deepens over CCC funds

Confusion surrounds the allocation of political party funds to the Citizens Coalition for Change (CCC), with spokesperson Willias Madzimure accusing the government of withholding money that rightfully belongs to the party under the Political Parties (Finance) Act.
“In 2023 the government announced the allocation but we did not get anything. ZANU PF took its share and CCC got nothing. Last year it was the same story, the CCC did not get anything,” Madzimure said.
“This year it will be same story again because the money should simply go to the party, there is no any other person who can collect the money because the money is not for individuals, these are political funds under the Political Finances Act,” he added.
“In the previous years the money was not disbursed to anyone because the government is fully aware that the money is supposed to go to CCC but there were legal battles that were going on so the government said they couldn’t give out the money.
“At the moment there is a judgement that has not yet been handed down, so it means the money cannot be disbursed as it is,” Madzimure added.
“The most important thing is that this money is meant for a political party not an individual, any individual will be handed the money, it will be money laundering and also theft of state funds especially if the person is not fully known.”
This comes as the government has released public funds totaling ZWG147.7 million to ZANU PF and CCC, in line with the Political Parties (Finance) Act [Chapter 2:11], which allocates state resources to parties securing at least 5% of the national vote in the most recent election.
Announcing the allocation through General Notice 1829 of 2025 in the Government Gazette, Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi stated: “It is hereby notified, in terms of Section 3(2) of the Political Parties (Finance) Act [Chapter 2:11], that the total amount of money payable to political parties for the year beginning January 1, 2025, and ending December 31, 2025, is ZWG147,682,500.00. The money shall be disbursed to political parties that qualify in terms of Section 3(3) of the Act.”
According to the official allocation, ZANU PF, which secured 69.4% of the national vote in the last general election, will receive ZWG102,343,972.50. The CCC, with 30.7% of the vote, will be allocated ZWG45,338,527.50.
The Political Parties Finance Act, enacted to promote democratic participation, establishes the fund to support qualifying political parties and strengthen their operational capacity. Authorities have long maintained that the mechanism is also designed to curb reliance on foreign funding, which has been viewed as a potential channel for external interference and regime change agendas.
